Best lvl 19 twink

Basically I'm looking to make a twink, but what's the best class as of now? Level 19 twinks might be hard, sure, but level 20 twinks are pretty.

There's about a zillion level 20 f2p Twinks who are level capped. Many of them are quite good and they often use third party comm programs to.
Description:Head [Lucky Fishing Hat] This is the best head gear for this twink level and is still available for twink or other usage, however the fishing boots require level First Aid is a critical skill, though a secondary one, that will allow the twink to make [Mageweave Bandage] and use [Heavy Runecloth Bandage]. The three gathering professions Mining , Herbalism and Skinning will most likely provide the most useful buffs, however Engineering and Jewelcrafting have a few useful items as well.
